As a response to this issue, the Texas Legislature establishes Texas Mutual Insurance Company in 1991. At its inception, the insurance company was called Texas Workers' Compensation Insurance Fund. In 1992, the company started to underwrite workers' compensation insurance. In 1994, word of the insurance company spread and it became the last ditch effort for business owners who were able to find insurance coverage from other providers.

The signing of this bill changed the name of the insurance company from Texas Workers' Compensation Insurance Fund to Texas Mutual Insurance Company. The bill also ensures that Texas Mutual would be able to remain a powerful force in the workers' compensation insurance market and guarantee the availability of this type of insurance coverage to employers throughout the state of Texas.
